California awards $25M to guaranteed income programs across state

The state of California announced Monday $25 million to underwrite the first state-funded guaranteed income pilot programs, which could set a standard for the entire nation.

The grant money will fund seven pilot programs around the state to provide checks to support 1,975 Californians, including former foster youth and pregnant women, with their basic needs.

“A guaranteed income is meant to sit alongside wages and to just help make ends meet,” said Natalie Foster of the Economic Security Project. The recipients will get from $600 to $1,200 a month for a period of 12 to 18 months. For pregnant women who are low income the guaranteed income will provide critical financial and emotional stress relief.

“Pregnant women have a lot of doctor’s appointments and health concerns as well as work that they juggle and having a guaranteed income, meaning checks that come in the door with no strings attached, that can be spent on whatever comes up that month are incredibly important,” said Foster.

Wonder Why Trees “Turn” Color in the Fall?

Did you ever wonder why trees “turn” color in the fall? The short answer: It’s primarily a function of long, cool fall nights and short, sunny days.

The longer answer? Chlorophyll is responsible for the basic green color of leaves we see in spring and summer and is a necessary component of photosynthesis, which uses sunlight to manufacture sugar (food) that is stored during the dormant period of the year. Carotenoids produce yellow, orange and even brown pigments in crops such as carrots, squash, bananas and many ornamental plants such as daffodils and poppies. Anthocyanins are red and orange in color and are most linked to lavish displays of brilliant fall foliage. They also give rise to coloring of strawberries, plums and cherries.

Here’s the kicker: While chlorophyll and carotenoids are present in leaf cell chloroplasts throughout the entire growing season, most anthocyanins are only produced in fall due to bright light and excess plant sugars within leaf cells.

California’s Estimated Deficits for 2023

With potential recession looming, California estimates $25-billion deficit next year

Driven by high inflation and the threat of a recession, the state faces a potential $25-billion budget deficit next year that could at minimum curb some recent spending increases for essential safety-net programs that help Californians most in need.

The state’s Legislative Analyst’s Office, which advises lawmakers on California’s fiscal outlook, delivered the sober news Wednesday. It comes months after an estimated historic budget surplus provided Gov. Gavin Newsom and the Democratic-led Legislature with an abundance of riches to expand government assistance.

The previous projection — a $97-billion surplus — led to the expansion of Medi-Cal eligibility to all immigrants in 2024, paid family leave, free preschool for 4-year-olds and a boost in the earned income tax credit.

Newsom and lawmakers in June also approved a $17-billion relief package to help families, seniors, low-income Californians and small businesses — including $9.5 billion in stimulus payments to Californians struggling with high gasoline prices and increased inflation.

David West, Nevada County Veterans Services Officer: New PACT Act Increases Veteran Benefits

The Nevada County Veterans Services Office’s mission is to connect every veteran within our community to the federal, state, and local benefits they are entitled to. Most often, our office is the first point of contact for veterans or their surviving spouses when they begin to inquire about their benefits. Our office is meant to be a welcoming place for all veterans as they begin the complicated process of accessing their VA benefits.

On August 10, 2022, President Biden signed the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022–better known as the PACT Act–into public law. The PACT Act is the most extensive piece of legislation to impact the lives of our nation’s veterans in generations.

If you are a veteran or surviving spouse, the PACT Act may give you access to VA benefits that were previously unavailable, and our Veterans Services Office can assist you in getting the benefits you are entitled to. It has entitled veterans to their benefits from our country’s most recent conflicts to the Vietnam era, including those who served at Camp Lejeune and were exposed to atomic testing during their service.
