Luis Cruz: Welcome to “San Diego News Fix: The Backstory.” California has several subsidized childcare programs that help families pay for childcare and fund many of the state’s tens of thousands of childcare providers. But that aid reaches only a small fraction of families who need it, and many providers say they aren’t paid enough to cover their costs.
