Public Comment on Permanent Local Housing Allocation Plan

On July 14th at 10:30am the Nevada County Board of Supervisors will hold a public hearing regarding the County’s plan for its Permanent Local Housing Allocation (PLHA).  After a short presentation on the plan, the public can provide comment.   This process is a requirement of the application process to gather public input on the plan to spend the funds.

PLHA was created by the 2017 Building Homes and Jobs Act (SB2). The purpose of this funding stream, supported by a state-wide $75 real estate transaction fee, is to provide an ongoing source of funding to increase the supply of affordable housing. The County worked closely with the Cities of Grass Valley and Nevada City to prepare a (PLHA) plan that combines allocated funding coming to the County and both Cities into one application totaling $520,000 a year over 5 years ($2.6 Million total).  A full list of eligible activities for PLHA funds can be viewed at: https://www.hcd.ca.gov/grants-funding/active-funding/plha.shtml.

A primary component of the proposed PLHA plan with be the establishment of a Western Nevada County Housing Trust Fund. The fund will provide low interest loans to qualified low income developers for rental housing and owner-occupied housing projects.  The County and both Cities will contribute portions of their PLHA allocations to the Trust Fund. By contributing these local funds, the County will be eligible to submit an application to the state Low-Income Housing Trust Fund Grant Program. If awarded, this state grant program will match the local contribution dollar-for-dollar, effectively doubling the funding available for through the trust fund.  Another priority is the further support of homeless sheltering throughout the entire county, particularly during Public Safety Power shut offs and extreme weather events.
